V-2 was traveling westbound on Indiantown Road. V-1 was northbound on 125th Ave. V-2 had a flashing yellow light and V-1 had a flashing red light and stop sign. V-1 initiated its northbound travel and crossed the eastbound lanes. V-1 did not observe V-2 and pulled across into the westbound lanes causing the collision. However, the FSS 316.2074 states that "an ATV may be used by law enforcement officers on public roads while in the course & scope of their duties."
