Mission Statement:

It is the mission of the Procurement Division to support the Sheriff and his Office by procuring required goods and services at the best possible value to the Citizens of Palm Beach County. In doing so, conducting transactions professionally, ethically, and within the laws of the United States, the State of Florida, Palm Beach County, and the General Orders of the Palm Beach County Sheriff’s Office.

Procurement Policies:

The Purchase Order document is an authorization for a vendor to deliver goods, or perform services for the Sheriff’s Office specifying terms and conditions, in addition to pricing and quantity.

Buyers are the only authorized personnel within the Sheriff’s Office to prepare and obligate funds for the agency.

Methods of Procurement:

PBSO procures a wide array of supplies, and services. We welcome open competition and encourage suppliers to register on our website. We utilize Request for Quotations (RFQ), Sealed Bid (BID), Request for Information (RFI), and Request for Proposal (RFP).

Our agency advertises in local media for Bids, RFPs, etc. Interested parties are encouraged to monitor these venues for opportunities. Requirements for each event will be specified in the advertisement.

Reasons for debarment include:

Conviction for commission of a criminal offense as an incident to obtain or attempt to obtain a public or private contract or subcontract, or in the performance of contract or subcontract.
Any other cause Procurement Management determines to be so serious and compelling as to affect responsibility as a Sheriff’s Office Contractor, including debarment by another governmental entity for any cause listed.
Conviction under State or Federal Statutes of embezzlement, theft, forgery, bribery, falsification or destruction of records, receiving stolen property or any other offense indicating a lack of business integrity or honesty which currently, seriously, and directly affects responsibility as a Sheriff’s Office Contractor.
Conviction under State or Federal Antitrust Statutes arising out of the submission of Bids or Proposals.
Violation of Contract Provisions, as set forth of a character which is regarded by Procurement Management to be severe enough as to justify debarment action.
- Deliberate failure without good cause to perform in accordance with the specifications or within the time limit provided in the contract.
- A recent record of failure to perform or of unsatisfactory performance in accordance with the terms of one or more contracts provided that failure to perform or unsatisfactory performance caused by acts beyond the control of the contractor shall not be considered to be a basis for debarment.
PUBLIC ENTITIES CRIMES ACT The Public Entities Crime Act, Florida Statute 287.133, as amended, serves to deny to persons convicted of a Public Entity Crime the opportunity to bid on Public Entity Contracts or to supply goods or services to Public Entities, or to otherwise transact business with public entities. A Public Entity Crimes is a violation of law related to the transaction of business with any Public Entity involving antitrust, fraud, theft, bribery, collusion, racketeering, conspiracy or material misrepresentation. The applicability threshold for this act is currently $25,000.

Conflict of Interest:

Procurement Management or any member of her/his staff, shall not have any financial interest or have any personal beneficial interest, directly or indirectly, in any purchase or contract of any supplies, materials, equipment, or services, used by or furnished for the Palm Beach Sheriff’s Office.

Every member of the Procurement staff is prohibited from accepting or receiving from any person, or vendor to which any purchase or contract may be awarded any money, rebate, gift, or anything of value, or any promise, obligation, or contract for future reward of compensation.
