Pedestrian 1 (P-1) was improperly riding a bicycle eastbound on Lake Avenue just east of the draw bridge within the inside lane of travel.Vehicle 1 (V-1) was traveling eastbound on Lake Avenue within the inside lane approaching the peak of the draw bridge.
