(SPOT) Sexual Predator / Offender Tracking Unit
In March 2000, the Palm Beach County Sheriff's Office established a program to deal with the growing population of Sexual Predators and Offenders within Palm Beach County. The SPOT unit works closely with the Florida Department of Law Enforcement, Department of Corrections, Immigration Customs Enforcement, local police municipalities and the PBSO Tactical Unit in monitoring high risk sex offenders and predators.
Since its inception the SPOT unit has been very successful in tracking offenders that attempt to abscond from probation or their registration requirements. The unit is responsible for insuring that the community is notified of known sexual predators that move into their neighborhoods. Many hours of surveillance are conducted on high risk offenders. The SPOT unit conducts quarterly sweeps in Palm Beach County to insure offenders are complying with their conditions of probation and registration requirements. The SPOT unit is available for community meetings and to assist the community in the area of sexual offender and predator issues.

Tommy Lee Jones, Jr. was adjudicated of Sexual Battery/Coerce Child By Adult on March 13, 2009. On that day he was declared a Sexual Predator by order of Judge Karen Miller. He was released from Madison Correctional on August 15, 2010. He relocated to Delray Beach, Florida. His address was verified by Det. Gary Chapin of the Palm Beach County Sheriff's SPOT Unit. Jones will be supervised by the Department of Corrections until August 15, 2020. All schools and daycare centers in the area of his residence received a Florida of Department of Law Enforcement flyer which indicates his crime description.

Anthony Briseus, sexual Predator, relocated to a new address in Lake Worth, Florida. He was adjudicated of Lewd, Lascivious Battery, Victim 12-15 Years of Age and Sexual Battery by Adult, Victim <12. These crimes were committed in Palm Beach County. He was declared a Predator by order of Judge Sandra McSorley on July 17, 2006. Recently, he established a residence in Lake Worth, Florida. His address was verified by Det. Kevin Umphrey. A Florida Department of Law Enforcement flyer was sent to all daycare centers in the area of his residence. The School Board of Palm Beach County was informed of his presence in the community.

Predator Fred Blackburn was declared a sexual Predator in Lee County, Florida on March 27, 2006. After being released from prison, Blackburn relocated to Pahokee, Florida. Blackburn was adjudicated of Lewd, Lascivious Child Under 16 in Pinellas County, Florida and Lewd or Lascivious Exhibition, Victim Under 16 Years of Age, Offender 18 Years or Older. Blackburn's residence was verified by Det. Kevin Umphrey of the PBSO SPOT Unit. Blackburn will be supervised by the Department of Corrections. All schools and daycare centers in the area of his residence were notified of his presence in the community and his charges.

Tywaun Bowden was declared a sexual Predator in April 1998. He was adjudicated of Lewd, Lascivious Child Under 16. In July 2010 he relocated to a new address in Belle Glade, Florida. His address was verified by Det. Kevin Umphrey of the Palm Beach County Sheriff's Office SPOT Unit. Bowden is supervised by the Department of Corrections. He will be released from supervision in 2014. A flyer was sent to the School District of Palm Beach County for distribtion to schools throughout the county. Additionally, all daycare centers in the area of his residence recieved a flyer.

Predator Raymond Cambrelen relocated to West Palm Beach, Florida. His address was verified by Det. Larry Wood on July 22, 2010. Cambrelen was adjudicated of two counts, Sexual Battery, Coerce Child by Adult. On February 5, 1998 Judge Phillips signed the order declaring him a sexual Predator. He is supervised by the Department of Corrections. All daycare centers in the area of his residence were sent a Florida Department of Law Enforcement flyer which includes his address and charges.

Jerry Lewis is a sexual Predator who was released from state prison in May 2010. Upon release, he relocated to Delray Beach, Florida. Lewis's charges are Sexual Battery by Adult/Victim Under 12 and Lewd, Lascivous Child Under 16. Lewis is supervised by the Department of Corrections. His address was verified and flyers were distributed. All daycare centers were notified of his presence in the community.

Sexual Predator Herbert Woodard relocated to Pahokee, Florida in July 2010. Woodard's charges are Provide Obscene Material to a Minor, Lewd or Lascivious Molestation Victim 12-15 Years of Age, Offender Over 18, Lewd or Lascivious Molestation, Victim Less Than 12, Offender Over 18 and False Imprisonment, Minor Against Will. These crimes were committed in Columbia County, Florida. His Pahokee address was verified by Det. Kevin Umphrey of the SPOT Unit. Woodard is supervised by the Department of Corrections and he is required to update his registration quarterly. All daycare centers in the area of his residence were notified of his presence in the community.

Predator Noel Reyes relocated to a new address in Palm Springs, Florida. Previously, he resided in Greenacres, Florida. His address was verified by Det. Kevin Umphrey of the SPOT Unit. At the time of his verification he was in compliance with all sexual Predator requirements. The School Board of Palm Beach County received a copy of his flyer and it will be distributed appropriately throughout the district. All daycare centers were informed of his presence in the community.

Steven Kish was adjudicated of Lewd, Lascivious Molestation Victim Less than 12, Offender 18 or Over. He was declared a sexual Predator on November 18, 2002. Recently, he relocated to the City of Palm Beach Gardens. His address was verified by Det. Larry Wood of the SPOT Unit on July 12, 2010. Kish is supervised by the Department of Corrections. The School Board of Palm Beach County and all daycare centers in the area of his residence have been informed of his address and charges.

Brian Harrington was declared a sexual Predator by order of Judge Howard C. Berman on April 29, 1998. His charge was Sexual Battery/Coerce Child by Adult. He has relocated from West Palm Beach to Palm Beach Gardens, Florida. His address was verified by Det. Larry Wood of the SPOT Unit. Harrington was in compliance with all his requirements as a sexual Predator at the time of the verfication. He will be supervised by the Department of Corrections until May 2026.
