(SPOT) Sexual Predator / Offender Tracking Unit

In March 2000, the Palm Beach County Sheriff's Office established a program to deal with the growing population of Sexual Predators and Offenders within Palm Beach County. The SPOT unit works closely with the Florida Department of Law Enforcement, Department of Corrections, Immigration Customs Enforcement, local police municipalities and the PBSO Tactical Unit in monitoring high risk sex offenders and predators.

Since its inception the SPOT unit has been very successful in tracking offenders that attempt to abscond from probation or their registration requirements. The unit is responsible for insuring that the community is notified of known sexual predators that move into their neighborhoods. Many hours of surveillance are conducted on high risk offenders. The SPOT unit conducts quarterly sweeps in Palm Beach County to insure offenders are complying with their conditions of probation and registration requirements. The SPOT unit is available for community meetings and to assist the community in the area of sexual offender and predator issues.

11/17/2009Arrest Notification 
In 1997 Sex Offender Bobby Willis was adjudicated of Sexual Molestation in DeKalb County, Georgia. Since then he has relocated to Palm Beach County. During a routine SPOT check by Det. Gary Chapin it was found that Willis had registered a fictious address. Det. Chapin interviewed the resident at the Lantana address who advised that Willis did not reside there. The resident signed a affidavit attesting to the fact that she did not know Bobby Willis. After further investigation Willis was located and arrested for Failing to Register and was transported to the Palm Beach County Main Jail. His bond is set at $3000.

10/08/2009Arrest Notification 
Kenneth Morton was an absconded sexual Predator. Morton was not complying with the conditions of his probation. In July 2009 he was charged with 3 counts of Violation of Probation. On July 25, 2009 he was arrested by the PBSO Tactical Unit and turned over to the Palm Beach County Main Jail. Additionally, Detective Gary Chapin charged him with Failure to Register as a Sexual Predator. On October 8, 2009 Kenneth Morton was sentenced to 20 years in the custody of the Department of Corrections.

10/01/2009Community Notification 
Predator Ronald Murphy was released from Hendry Correctional on September 8, 2009. On June 4, 1998 he was adjudicated for Sexual Battery/Weapon or Force and Kidnapping. The crimes were committed in Broward County, Florida. As required, he registered his Delray Beach address on September 9, 2009. Florida Department of Law Enforcement flyers were distributed in the area of his address. All day care and schools were notified of his presence in the neighborhood.

09/23/2009Community Notification 
James Gafford is a sexual Predator from Miami-Dade County. He was adjudicated on October 21, 2001 of Sexual Battery/Injury Not Likely. On September 7, 2009 he relocated to Loxahatchee, Florida. His address was verified by Det. Kevin Umphrey of the SPOT Unit. All schools and daycare centers in the area of his residence were notified of his presence in the community.

09/03/2009Arrest Notification 
Michael Bennett is a sex offender who relocated to Palm Beach County from Massachusetts. Detective Gary Chapin of the SPOT Unit received a "tip" informing him that Bennett was not residing at his registered address in Boynton Beach. After following leads relating to the "tip" Bennett was arrested in Lake Worth, Florida. He was booked into the Palm Beach County Main Jail without incident. His bond was set at $3000.00

08/20/2009Mail Notification 
Louis Aponte was adjudicated on June 20, 2001 of Sexual Battery by Adult/Victim Under 12. He was declared a Sexual Predator by Judge Charles T. Carlton. He will be under the supervision of the Department of Corrections for ten years. This offense was committed in Collier County, Florida. In July 2009 Aponte relocated to Pahokee, Florida. His address was verified by Detective Kevin Umphrey. All schools and daycare centers in the area of his residence have been notified.

08/20/2009Mail Notification 
Predator Michael Myers relocated to Pahokee, Florida in July 2009. His address was verified by Det. Kevin Umphrey. At that time he was in compliance with all his requirements. Myers was adjudicated in Orange County, Florida of Sexual Battery by Adult/Victim Under 12/Victim: male, minor. Myers will be supervised by the Department of Corrections for ten years.

08/20/2009Mail Notification 
In 1995 Predator Tony Williams was adjudicated for Sexual Battery by Adult/Victim Under 12. His victim was a minor female. This crime occurred in Lee County, Florida. Recently he relocated to a new address in Palm Beach County. His address was verified by Det. Larry Wood of the SPOT Unit. All daycare centers and schools in the area of his residence have been advised of his new address. Tony Williams is under the supervision of the Department of Corrections.

08/11/2009Mail Notification 
Sexual Predator Bruce Bauer's residence was verified by Det. Larry Wood on August 3, 2009. Bauer had registered his new address after being released from Charlotte Correctional on July 31, 2009. Bauer was adjudicated of Lewd, Lascivious Molestation Victim Less Than 12, Offender Over 18. He was declared a sexual Predator by order of Judge Lindsey on April 30, 2003. When verified Bauer was in compliance with all requirements. All schools and day care centers in the area of his residence were notified.

08/06/2009Arrest Notification 
After investigation by Det. Gary Chapin of the SPOT Unit it was determined that Sex Offender Adalberto Mercado was not in compliance with his registration responsibilites. His status was updated to absconded. Det. Chapin and PBSO Road Patrol shared leads that developed from the investigation. Within a very short period of time Mercado was arrested. On August 5, 2009 he was transported and booked into the Main Jail. His bond is $3000.
