(SPOT) Sexual Predator / Offender Tracking Unit

In March 2000, the Palm Beach County Sheriff's Office established a program to deal with the growing population of Sexual Predators and Offenders within Palm Beach County. The SPOT unit works closely with the Florida Department of Law Enforcement, Department of Corrections, Immigration Customs Enforcement, local police municipalities and the PBSO Tactical Unit in monitoring high risk sex offenders and predators.

Since its inception the SPOT unit has been very successful in tracking offenders that attempt to abscond from probation or their registration requirements. The unit is responsible for insuring that the community is notified of known sexual predators that move into their neighborhoods. Many hours of surveillance are conducted on high risk offenders. The SPOT unit conducts quarterly sweeps in Palm Beach County to insure offenders are complying with their conditions of probation and registration requirements. The SPOT unit is available for community meetings and to assist the community in the area of sexual offender and predator issues.

02/03/2010Mail Notification 
In 2005 Peter Miller was adjudicated of Lewd or Lascivious Molestation Victim 12-15 Years Old - Offender 18 Years or Older and Lewd or Lascivious Molestation Victim Under 12 Years - Offender 18 Years or Older. As stated in the charges all victims were minors. He was declared a sexual Predator by order of Judge Garrison on November 28, 2005. After being released from South Bay Correctional he relocated to Pahokee, Florida. He will be under the supervision of the Department of Corrections for five years. His residence was verified by Deputy Sheriff Neilsen. All daycare centers in the area of his residence were notified.

01/25/2010Mail Notification 
Predator Chadwick Cue relocated to West Palm Beach, Florida in January 2010. He was declared a sexual Predator on January 8, 1997. His charge is two counts of Lewd and Lascivious - Child Under 16. Cue's address was verified by Det. Larry Wood of the SPOT Unit. A flyer was sent to the School District of Palm Beach County and it was forwarded to all schools in the district. All daycare centers in the area of Cue's residence were notified of his presence in the community.

01/13/2010Mail Notification 
In January 1999 Lazaro Cabrera was found to be a sexual Predator. The order was signed by Judge Pineiro in Miami-Dade County. His charge was Sexual Battery by Adult/Victim Less Than 12. Cabrera recently relocated to a new address in Lake Worth, Florida. His address was verified and he was in compliance with all his sexual Predator requirements. All daycare centers in the area of his residence were notified.

01/13/2010Mail Notification 
Sexual Predator James Epps relocated to a new address in Pahokee, Florida. In 1998 he was adjudicated of Sexual Battery/Coerce Child by Adult in Palm Beach County. His address was verified by Deputy Sheriff Nielsen. The School Board of Palm Beach County was informed of his presence in the community. All daycare centers were notified of his address.

01/13/2010Mail Notification 
Sexual Predator Robert Shorter was adjudicated of Sexual Battery/Coerce Child by Adult and False Imprisonment. The crimes were committed in Hillsborough County, Florida. He was declared a Sexual Predator on March 11, 1998. Shorter relocated to a new address in Pahokee, Florida. This address was verified by DS Nielsen. All schools and daycare centers were notified of his status and new address. Shorter is supervised by the Department of Corrections.

12/11/2009Mail Notification 
Wendell Miller was adjudicated of Sexual Battery/Weapon or Force in 1995. He was declared a sexual Predator in March 2001. In September 2009 he was released from Mayo Correctional and returned to Palm Beach County. His address was verified by Det. Larry Wood of the SPOT Unit. He will be supervised by the Department of Corrections until 2011. All daycare centers in the area of Miller's residence have been notified.

12/11/2009Mail Notification 
Sexual Predator Earl Lester was released from Madison CI on December 3, 2009. In 2008 he was adjudicated of Lewd or Lascivious Molestation Victim Under 12 Years of Age/Offender 18 Years or Older. When released he returned to Delray Beach, Florida. His address was verified by Det. John Young, Delray Beach Police Department. At the time of his verification he was in compliance with his requirements. All schools in Palm Beach County were notified of his address. Additionally, a letter was sent to all day care centers in the area of his residence advising them of his presence in the community.

12/03/2009Mail Notification 
Predator Genaro Vieito relocated to Palm Beach County in November 2009. He was adjudicated of Sexual Battery/Coerce Child by Adult and Lewd or Lascivious Molestation Victim 12-15 Years Old/Offender 18 Years or Older in Broward County in October 2007. He is under the supervision of the Department of Corrections until April 2032. His residence was verified by Det. Kevin Umphrey of the SPOT Unit and he was in compliance with all his responsibilites. All daycare centers in the area of Vieito's residence were notified.

12/03/2009Mail Notification 
In 2001 Franklin Clark was found to be a sexual Predator. He was convicted of Sexual Battery/Victim Over 12 Physically Incapacitated. The order was signed by Judge Holloway in Hillsborough County, Florida. In November 2009 he relocated to Palm Beach County. His residence was verified by Det. Kevin Umphrey of the SPOT Unit. Clark will be supervised by the Department of Corrections until August 2011.

12/03/2009Mail Notification 
Kervince Oslin was adjudicated of Sexual Battery by Adult/Victim Under 12 and Lewd or Lascivious Molestation Victim Under 12 Years/Offender 18 Years or Older. The crime took place in Hillsborough County. The order designating Oslin a Sexual Predator was signed on January 10, 2001. Oslin relocated to Boynton Beach in November 2009. His residence was verified by Det. Gary Chapin of the SPOT Unit. At the time of his interview, Oslin was in compliance with his requirements per Florida State Statute. The School Board of Palm Beach County and all daycare centers in the area of his residence were notified.
